Yes, there are solar fountain pumps, though they are a touch spendy. I've been considering getting one myself, but the money has made me not do it yet.
Solar water pumps are generally pretty expensive ($400+) because moving a significant amount of water takes a fair amount of power (40W or more), and solar panels to supply that kind of power are expensive. However, most of the solar pumps out there are designed for fountains and things, where people want to have dramatic water flow (waterfalls, burbling streams, little fountains, etc), which I'm guessing may be overkill for you..
If all you're looking for is something to keep water flowing a bit, and not necessarily moving as much as a fountain would require, it might be possible to build something considerably cheaper.. I just did a quick web search, and it brought up a little 5W weatherproof solar panel for $65 (intended for trickle-charging car batteries). I also found some water pumps designed to run off about 8-10W (intended for water-cooling computer systems) for around $40-$80, which presumably would give enough flow to keep things moving, if that's all you're looking for.. so you might be able to put something together for $100-$150 or so..
If you actually want a burbling waterfall or something, you'll probably need some of the bigger solar panels, though, which does get expensive fast..
